Dear Sir/Madam
I am a resident of Penshurst. I am writing to you regarding the Notice of proposed development No. DA2013/0315 we have just received on Monday 4th of November 2013. The proposed development is: Alterations and additions to existing place of public worship (Mosque) - Ground and first floor additions including new domed roofed and new 30m high minaret.
This is 30m high minaret with larger domes roof building, and it will be a significant landmark in the Hurstville city area, which will affect entire community and all residents. So I believe that the notice should send to all Hurstville city residents. This is Hurstville people’s city, every member of this city has the right to know, and have the right to express their opinions. This will affect Hurstville city’s future; we need more debating to decide this. Unfortunately, I have contacted my friends who also live in Penshurst to ask whether they have received same notice, the answers were no. I strongly urge you our city’s Mayer, Councillors to take the right action to notice all your residents.
My personal opinion is strong opposing this DA. The reasons are:
1. Non-compliance with LEP or DCP. The area is residential area. The scale of extended building is too large, it will become a landmark of the entire area – Hurstville; it doesn’t matching the environment around this area. The land is planned for Church using, this doesn’t mean that is no any restriction for the building. It still needs to complain with the surrounding environment, which includes high, building style, couloir, etc. It must be matched with majority community cultural.
2. The tower and large dome roof is the feature of Mosque, but that is not my features, is not majority residents and community’s features. It is not necessary things for the prayer. Without these features the people still can pray. Why should we need these unnecessary features to affect majority community?
3. The percentage of the muslin religion is only3- 4% in the Penshurst, compare to Auburn is 40% it is not suitable to extend the building. The visitors will travel from other areas, and will impact the car parking and servicing in the local.
4. Traffic generation: It will affect the traffic. The Forest road is the classified as State Main Road (Gazetted Road Number 168 in “Schedule of Classified Road and State & Regional Road”), which are only two driving lines in this area. As I am a resident of Penshurst, I have experienced with one line blocked by parking cars on this site. There are no 458 car spaces on the street for public parking described in the report. In fact, all the residential units are around the area, the street parking spaces are already not enough for the residents.
5. Noise: The noise will be inevitably with the more than 100 peoples in activities. If you disagree, you can try going to Auburn, Lakemba mosques to feel it sometimes.
6. The Minaret will affect the privacy of the residents around area. It has internal access to the top of the tower. There is no guarantee for some activities which may affect personal privacy.
