请教：关于电力公司Alinta一年涨价好几次的的问题。

Alinta老给我写信说：We're writing to let you know that there has been a change to your electricity tariff by your distributor，难道不是电力公司给我涨的价，是他们的distributor给我涨的价？

我的另一个电费bill 只有7月份才涨一次价，这是可以理解的。

distributor可以随意调价吗？
