Firstly, discharging stormwater into sewer main is definitly illegal in the most of region.
Secondly, these ponding issues are very common in the urban stormwater management. I just went to inspect a house with the Council's stormwater engineer this morning. That poor householder installed a pump to pump out accumulated water automatically, however, when the pump falt, their storage room down the house got flood.
I suggest u find out where the surface flow comes from? It is the ground water or runoff? Just from your backyard or from outside.
It is quit offen stormwater flows into private landlots due to the poor maintenance of Counil's stormwater drainage system.
Technically, the rainfall on the small previous area (your back yard) would not general the enough surface runoff which get your backyard ponding.
A open trenth connects the ponding area to the natrual water way maybe is the most economic solution. But if you like, a pit with a 100mm PVC which connect to the nearst stormwater main would be the best solution. Just in case if there are some extrme rainfall events happend. Eg. 1:50 years or 1:100 years, something like that.
The suitable solution highly depends on the your location, local rainfall intensity, and other factors.
All the solutions when pipe work involved, you need a plumbing permit from the local counicl.
For more advices, you'd better to consult the local council or to post the map of landlots with 0.5-1m contour and house drawing on here.
