Sydney's M4 Toll to be abolished February 14, 2010
AAP

Motorists on a western Sydney major motorway will soon find their journey a little cheaper with the toll on the M4 to be abolished.

The last toll will be paid late on Monday - just before midnight, when the motorway is handed back to the NSW government.

The major road goes toll-free on Tuesday, February 16. It'll be the first time since being introduced in 1992 that commuters using the motorway that stretches from Concord, in Sydney's west, to Lapstone, at the foot of the Blue Mountains, can drive without paying a toll.

However, motorists will have to wait a few hours before benefiting, with a stretch of the highway closed in both directions from 0001 hours (AEDT) on Tuesday until 5am between Church Street, Parramatta, and Silverwater Road, Silverwater, for the removal of the toll booths.

Westbound motorists will be diverted via Silverwater Road, to rejoin the M4 at Church Street.

Eastbound motorists will be diverted via Church Street and rejoin the M4 at Silverwater Road.

"A 40km/h speed limit will be in place near the toll booths for the next three weeks, so the RTA can complete lane re-alignment and markings," NSW Transport Minister David Campbell said.

Mr Campbell asked motorists to be patient while the work is undertaken.

"We expect some congestion following the toll removal as the booths are removed and motorists adjust to the changed traffic conditions," he said.

After road works are completed, the speed limit at the plaza will be 70km/h.

The NSW opposition has accused the state government of bungling the removal of the toll on Sydney's M4 motorway and failing to ensure motorists don't drive into "traffic chaos" from Tuesday.

"Labor's known for 15 years that tomorrow the toll comes off the M4," Opposition Leader Barry O'Farrell told reporters on Monday.

"Labor's failed to provide the public transport and roads alternatives to ensure that motorists aren't stuck in further traffic chaos."

Around 110,000 motorists currently use the M4 each weekday.

But NSW Auditor General Peter Achterstraat has predicted a big increase in traffic once the road becomes toll-free.

Mr O'Farrell said Labor should have provided public transport alternatives and built the planned eastern extension to the M4.

"We'll see what happens, but absent the M4 extension, without any public transport alternatives it looks as though motorists are going to have a very difficult time getting to and from the M4 once the toll comes off."

NSW Premier Kristina Keneally agreed traffic could increase on Tuesday.

But she said motorists welcomed removal of the M4 toll.

"It was always the case that the M4 was slated to come off now. The government has made it clear it was our intention to come off, and we're not going to retain the toll," Ms Keneally told reporters.

"Certainly, any time you make a change of some significance to the road network there will be a period of adjustment.

"But overwhelmingly motorists flagged that they welcomed the removal of the toll. They welcomed the fact the government is honouring its commitment to the people of western Sydney to remove the toll."

NSW residents have not needed to pay the M4 toll for non-business journeys in private vehicles since the Cashback scheme was introduced in 1997.

The scheme has allowed people who set up accounts with the motorway operator, and have an electronic tag, to claim back the whole of the toll, but not the GST on the toll, which is collected by the federal government.

The scheme was widely publicised when it was introduced but many new residents of Sydney's west have been unaware of it.
