墨尔本反恐行动始末

维州警方和澳洲安全情报局等部门对昨天涉嫌参与策划恐怖袭击的人员早有监视。情报部门本打算再等待一下,以便搜集更多证据从而逮捕可能涉及到的20名嫌疑人。侦察人员在得知嫌疑人开始购买武器,并且有一份可靠情报显示,恐怖袭击已经到了万事俱备,只欠东风的地步时,上周末的一系列紧急高层会议最后决定,警方在昨天清晨展开代号叫Neath的反恐行动。另外一个触发高层决定提前行动的原因是,澳大利亚联邦警署(AFP)了解到行动的一些内幕已经提前泄露给了媒体。

对于具体涉嫌何种恐怖活动,AFP代理警长Tony Negus表示,该组织打算对位于悉尼的一处澳洲兵营采取武装袭击,包括自杀式爆炸袭击,以其造成大量人员死伤。

对该组织的调查最早始于今年1月。当时维州警方获得可靠线索称一个位于墨尔本的伊斯兰极端分子有恐怖分子的嫌疑。从警方录取的该男子随后在同一名索马里人交往时的细节来看,两人同al-Shabaab这一国际恐怖组织有瓜葛。随后几个月内,维州警方连同AFP一共识别出大约20名可疑人员。他们均为黎巴嫩和索马里背景,并持有澳洲护照,其中大部分人员在建筑业和出租车业谋生。

在昨天之后的庭审中,疑犯表示他们打算找一名伊斯兰族长或之类的宗教权威人士来给恐怖袭击“正名”。

澳洲总理Kevin Rudd表示,恐怖主义的威胁仍然存在,这需要各部门的密切戒备。维州州长John Brumby表示,昨天完美的联合行动保证了维州和全澳免受恐怖袭击。

YESTERDAY’S anti-terrorist raids that resulted in the arrest of four men were a pre-emptive strike before the alleged cell could acquire automatic weapons for the plan to launch a suicide attack on an Australian Army base.

Some investigators from the joint Victoria Police, Australian Federal Police and ASIO operation wanted it to continue gathering evidence against up to 20 suspects but a decision was made to arrest the alleged main players because of an increased threat assessment.

Investigators for Operation Neath allegedly recorded the principal suspects planning to obtain firearms and received independent intelligence that the group was becoming increasingly determined to carry out the suicide attack.

The decision to launch the raids was made after several high-level meetings at the weekend. Victoria’s Chief Commissioner, Simon Overland, said: ‘‘I think it’s sufficient to say that we got to a point where we were satisfied it was appropriate to take some action, and that’s what we did.’’

The timing was decided after the Australian Federal Police learnt on Thursday that information on the operation had been leaked to the media.

Earlier yesterday, acting AFP Commissioner Tony Negus said police believed key members of the group were intent on raiding an army barracks in Sydney to kill as many people as they could.

"Police will allege that the men were planning to carry out a suicide terrorist attack on a defence establishment within Australia involving an armed assault with automatic weapons,’’ he said.

Mr Negus alleged the group was planning ‘‘a sustained attack on military personnel until they themselves were killed’’.

The investigation revealed some of the alleged plotters had travelled to Somalia to join in fighting there, he said.

Up to 400 police were used to execute 19 warrants on homes in Glenroy, Carlton, Meadow Heights, Roxburgh Park, Broadmeadows, Westmeadows, Preston, Epping and Colac.

Nayef El Sayed, 25, of Glenroy, was charged with conspiring to do acts in preparation for a terrorist act, namely an armed attack on the Australian Army base at Holsworthy in Sydney. He was remanded to reappear on October 26.

Three male suspects from Carlton, Preston and Meadow Heights were being questioned yesterday. A fifth man, aged 33, who was already in police custody over other charges, was also being questioned.

The investigation began in late January after Victoria Police received solid information identifying a Melbourne-based Islamic radical as a terrorist suspect.

He was later recorded dealing with a Somali based in Melbourne. The conversation appeared to link the men to the international terrorist group al-Shabab.

In the following months investigators from Victoria and the AFP working on Neath identified about 20 men suspected of being part of the poorly organised cell.

Most of the suspects work as labourers in the building industry or as taxi drivers. Police say they are Australian citizens of Lebanese and Somali descent.

Police alleged yesterday in the Melbourne Magistrates Court the proposed target of a suicide raid was the Holsworthy base.

The court was told CCTV footage allegedly showed one of the men arriving at Holsworthy on March 28.

Within days, security at the base was raised although a Defence Department spokesman said it was unrelated to the Melbourne-based threat.

NSW Police Commissioner Andrew Scipione said a terrorist attack on the barracks was ‘‘likely imminent’’, before police moved yesterday. ‘‘That was part of the reasoning behind moving like we have.’’

Federal agent David Kinton told the court that police had intercepted text messages between suspects about the base.

One allegedly said: ‘‘I stalked around. It is easy to enter.’’

The court was told the men wanted to find an Islamic sheikh or religious authority to sanction their attacks.

Mr Negus alleged the group planned ‘‘actively seeking a fatwa, or religious ruling, to justify its plan for a terrorist act in Australia’’.

Prime Minister Kevin Rudd said: ‘‘The threat of terrorism is alive and well and this requires continued vigilance.’’

He praised the work of ASIO, the AFP and the Victorian Police in Operation Neath. ‘‘The agencies have co-operated well.’’

Premier John Brumby said: ‘‘The fact that this effort was so well co-ordinated today I think has ensured that our state and our nation will be safe from terrorism activity.’’

At the scene of the Meadow Heights operation, Amira Abas, 30, a mother of four, woke sharply when police raided her neighbour around 4am.

"Then we heard some loud banging and then the police shouting, ‘Don’t move, don’t move’," Ms Abas said.

"We panicked. There were police armed with machine-guns. They were shouting, ‘Open the door, open the door’, but it took them a long time.’’

都持有澳洲护照,那起不是在澳洲墨尔本潜伏了很多年。

我觉得肯定有漏网之鱼,担心他们会发起什么报复行动啊!墨尔本这地方,有啥可袭击的!

昨天坐出租车,一个埃及来的司机一路上跟我大侃澳大利亚,他来了40年了,说澳大利亚是世界上最种族歧视的国家,非常不好。然后下车的时候我付cabcharge,他趁我不注意,把价格从14改成20,加了20块的tips,我没看就签字了,下车才发现。我才明白,这种垃圾来了40年都是干这种勾当混日子的
早上听到(可能是)索马里的社区领导大肆叫唤澳大利亚对他们如何不好所以孩子们只能开出租车干苦力,澳大利亚对他们太不好了。言外之意恐怖袭击的存在是澳大利亚对他们不好导致的。新闻说这些恐怖分子是接受索马里的恐怖组织的领导的,看来民族融合根本就是不可能的,只不过有些种族容易相处,有些很难。澳洲的价值观和荣辱观对这些索马里和黎巴嫩人而言,根本就没有约束作用,澳洲的法律对他们也只不过是隔靴搔痒。不同种族生活在一起,要么有共同利益,要么有共同敌人,否则,就打吧

这件事最奇怪的就是army base最外面的保安是私营公司管的,保安都没有枪。然后还说这样可以save cost,没明白这样怎么会save cost呢?

在周二的反恐行动中遭捕的嫌疑人的叔叔在接受媒体采访时,将矛头指向了澳洲的福利系统。他认为,是澳洲特殊的“人性关怀”导致了其22岁的侄子Yacqub Khaye步入深渊。

早在1991年时,由于索马里爆发内战,当时已经身在澳洲的Ibrahim Khaye费尽周折将Yacqub一家带出了水深火热的索马里,来到了墨尔本的Gladstone Park。据Ibrahim回忆,Yacqub从小懂事,待人尊重,并且在学校表现出色。但是随后的两件事改变了孩子的一生。

其一是在他12岁时,从小生活在一起,对他心灵有重要影响的外祖父过世。Yacqub自此出现了消沉的情绪,并结交了一些来自黎巴嫩的孩子。Ibrahim认为是这些人“带坏”了Yacqub。

其二是Yacqub曾有一次偷取了Ibrahim的车子。叔叔为了给孩子一个教训,决定向警方报警。然而,当Ibrahim前往警局准备带回Yacqub的时候,却听说孩子不想见到他。Ibrahim称,当时警员告诉Ibrahim,Yacqub已经同福利人员交流过,表露了从家里搬出去的念头。出于澳洲福利的规定,现在孩子的监护权属于政府。在一番说清无济于事之后,Ibrahim失望地回了家。

IBRAHIM Khayre wipes away tears and shakes his head.

To him, the story of his nephew, Yacqub Khayre, an accused terrorist, is one of a system that failed an intelligent boy.

It is a story that began in the chaos of war in Mogadishu in 1991, when Ibrahim, who was already living in Australia, brought three-year-old Yacqub and the rest of the family here to save them. It continued in an unremarkable suburban house in Gladstone Park, where Yacqub grew up and was schooled locally, before becoming friends with Lebanese boys who were a ‘‘bad influence’’.

This week, it ended in the arrest of Yacqub, 22, who is alleged to have travelled to his birthplace, Somalia, this year, where he attended a camp where ‘‘weapons and military training may have happened’’. At the same time, his co-accused allegedly sought a religious ruling to give the group, suspected members of jihadist sect al-Shabab, approval to attack the Holsworthy army base in Sydney and a military target in Victoria.

Ibrahim Khayre is a law-abiding citizen who runs a coffee shop. He is not religious, looks after his family and otherwise keeps to himself. He migrated to Australia in 1985 and, in 1991, brought his brother, Yacqub’s father, to Australia along with the rest of the family.

According to Somali custom, the children, including Yacqub, were looked after by Yacqub’s grandfather, Abdi, and his wife, in the house where Ibrahim also lived.

Yacqub grew up to be a respectable, disciplined boy, who was nice to others and did well at school. But when he was in year 12, his grandfather, a major influence in his life, died and the boy lost his way.
It was around this time, Ibrahim says, that his nephew began hanging out with the boys who were a ‘‘bad influence’’.

He ran amok, his marks suffered. He stole Ibrahim’s car. Ibrahim rang the police in an effort to teach the boy a lesson about the law.

But when he got to Broadmeadows police station to pick up his wayward nephew, the police said the boy did not want to see him.

‘‘He’s already talking to social workers, he wants to move out of your house,’’ police said, ‘‘I said, ‘this child is 17, he’s immature, we want him back.’ The police said, ‘the welfare is here, it’s in the government’s hands’.

‘‘I was crying in the police station and they were laughing at us. They considered us a bunch of undesirables and they knew nothing about him.’’

Ibrahim walked away, feeling betrayed by the system he was unable to change.

In 2006, the police rang him, trying to track down Yacqub. ‘‘I said, I don’t know where he is. You took him from my house. He could be sleeping with terrorists for all I know.’’

A year earlier, the London underground bombings had happened. Ibrahim particularly remembered the stories of disaffected youth recruited by terrorists to kill innocents. He thought of those young men when the police rang him and wondered what was happening to his nephew.

A year later, uncle and nephew met at Yacqub’s parents’ place, where the young man, now living by himself, was visiting. Ibrahim told him: ‘‘The freedom you’ve been given, Yacqub, is not a freedom to annoy or do wrong to others.’’

The next time Ibrahim heard of his nephew was on Tuesday, when a man showed him a newspaper front page in his coffee shop.

Ibrahim thought back to that day when he sat at Broadmeadows police station crying, pleading to see his nephew.

‘‘We were let down by the system,’’ Ibrahim says. ‘‘The state who said we want to help, they did not. They left him out in the cold. It’s the Government that tied our hands.’’

Now, Ibrahim sits at home, plagued by insomnia, crying constantly. ‘‘When I brought in the newspaper, my 13-year-old son said, ‘Dad, we’ve been stigmatised, our name is bad’.’’

Ibrahim can’t connect the strange reality he suddenly finds himself in with his work as a community liaison officer in Somalia in the 1990s, where he worked with local elders to ensure Australian peacekeepers were not attacked.

The Khayres lived in Mogadishu, but their tribe is originally from Baydo in Somalia’s south, known as the City of Death, where al-Shabab and other warring groups have killed scores of innocents.

Ibrahim’s tears flow as he utters the words he says he thought he would never say. He regrets bringing his family to Australia, even though it saved their lives.

‘‘We are here to contribute, not to be destructive, but I wish I wasn’t here.

‘‘I understand now what Aborigines meant when they said their kids were stolen. We live in a system designed to take away our rights as a family. It is a system where a human becomes a commodity.’’

原来还有这么赚人眼泪的故事,真同情那个叔叔。
想问下,只要孩子不愿意呆在家政府就能收走监护权吗?ms叔叔也没殴打虐待侄子这也能失去监护权?
不过美国好像只要家里穷到一定程度政府就可以把小孩带走。
还有监护权归政府后孩子就归政府养了?住在福利院还是另外给找养父母之类?

好象澳洲的孩子到15岁或是16岁就有权自己决定住哪. 如果他不愿意住在家里, 那么家长不能强迫其住家.

17岁的孩子说要走,就算和政府打官司也没有实质意义,更何况还只是叔叔,不是父母,他已经很负责了.
这的小孩子,一上学,老师就开始教他们,他们的父母不可以对他们打骂,不然他们可以报警.到了一定年龄,如果单独搬出去,尤其和异性同居,政府还给生活费,父母其实真的很难管教他们.

今天早上快11点在Melbourne Central Tower下面看到街对面几个警察掀翻一人拷了起来,然后边上还冲过去几个警察协助,不会是继续清扫恐怖分子吧(monkey28)
