这个问题一直纠结了很久。本来一直以为，老政策是5年里面累计住满2年（最近2年必须住满1年）就可以申请公民，新政策是5年里面住满4年。正因为这个新政策，也不敢回国太频繁，时间呆太久。后来偶尔看到某个论坛上一个移民中介说新政策是4年里面呆面满3年，不仅重燃研究的热情，这岂不是可以少坐一年移民监。今天有点小空，把研究的结果和大家分享下。
1. 移民局正式规定：

People who became permanent residents on or after 1 July 2007 must have been lawfully resident in Australia for four years immediately before applying including:
12 months as a permanent resident
and
absences from Australia of no more than 12 months, including no more than ninety (90) days in the 12 months before applying.
2. 分析：
比较tricky的地方是lawfully resident in Australia for four years. 我对这句话的理解是：从正式登陆开始算4年后你才有资格申请公民，4年中你累计离开澳洲不能超过1年，最后1年不能超过90天。这还不能完全认为是4年里面累计住满3年，因为哪怕你从登陆第一天开始连续住满3年，你也没有资格申请，直到你登陆后4年后才可以申请。（第一个条件12个月为PR身份的是针对拿PR前已经用其他签证在澳洲的人，比如留学，TR, 暂且不讨论）。
3. 验证：
1）可以比较下老政策的说法：
If people became permanent residents before 1 July 2007 and apply before 30 June 2010, they must have been physically present in Australia as a permanent resident for a total of two years in the five years before applying, including one year in the two years before applying.
用了total of two year, 和新政策的用法完全不一样。
2) 用在同一网页上的 Residence Requirements Calculator:
比如我输入:
Permanent Residence Date: 1 March 2008
Intended Lodgement Date: 1 July 2012
Lawful Residence Date: 1 August 2008
Periods when you have been outside of Australia
From Date To Date Action
1 August 2009 1 August 2010
结果: Residence requirement met: No
Reapply Date: 31 July 2012. Do not submit your application before this date.
我取了个极端的例子,离开整一年,结果还是在lawful residence date 后4年你才有资格申请公民,验证了我以上的理解的正确性.
