澳洲入籍考试推出一年来，社会各界对此褒贬不一。联邦政府日前完成了对考试内容的修订工作。
移民部长Chris Evans说，新的考试更加侧重考察申请入是否明确加入澳籍所意味着的义务和权利，而弱化了要求新公民了解一些帮助他们融入澳洲社会的知识，比如澳洲著名的板球运动员。
政府同时提高了合格分数线，从原来的60分变为75分。
此外入籍考试资料也将重新编排，内容用最平直的英语表达，并分为两部分。考试内容从两部分中二选一。

IT IS no longer necessary to know about sporting legends such as Sir Donald Bradman to become an Australian citizen.
In an overhaul of the citizenship test, the Federal Government has scrapped a pop quiz, which famously listed a question on the cricketing legend in a pool of possible questions, to instead focus on notions of civic duty.
The pass mark has been lifted to 75 per cent, from 60 per cent, and a book to help people prepare for the test will be rewritten in plain English and separated into two parts, only one of which will be tested.
"The new test will focus on the commitments in the pledge rather than being a general knowledge quiz about Australia," the Minister for Immigration and Citizenship, Chris Evans, said yesterday.
"Raising the pass mark will ensure we have A-grade citizens who understand our democratic beliefs and the responsibilities and privileges of citizenship."
The citizenship test became a political issue in 2006 when the then parliamentary secretary for immigration, Andrew Robb, said the country was attracting people from "cultures more removed" from Australia. As the country was reeling from the Cronulla riots, the then government called for higher English standards, a test on Australian values and doubled the time immigrants had to wait to apply for citizenship. The test was implemented in October 2007.
This year's review branded that test as "flawed, intimidating to some, and discriminatory".
Headed by the former diplomat Richard Woolcott, the review panel said Australia, as a young nation, was a country of great potential that needed immigration to realise it.
"If our aim is social cohesion and inclusion, which we consider it must be, then any test or assessment should be designed to provide an opportunity to learn about responsibilities and privileges of Australian citizenship," he said.
This was separate from what may simply be useful knowledge to aid integration into the community, he said.
In the first three months of the test, refugees failed at higher rates than immigrants on skilled and family visas. That led multicultural advocates to say the test lacked compassion and unfairly hurt traumatised people.
Another complaint was the implication that poor English prevented people from contributing positively to the community.
"Children of migrants … were strongly of the view that their parents, while excellent Australian citizens, could not, and would never have been able to pass the citizenship test because they had never achieved a basic level of English proficiency," the report said. |
