联邦政府否认忽视公立教育,尽管一项问卷调查显示有太多学校依赖于募捐。
澳洲教育协会今天发起一项全国性的运动,要求为公立学校提供更多的投资。碰巧的是,联邦政府也启动了对于学校基金的评估。
澳洲教育协会通过广而告之的方式,呼吁有足够多的公立学校的教师和家长尽可能地参与到政府的这项评估中去,并在今天给联邦政府现行的资金投入系统挂上失败的标志。
协会主席Angelo Gavrielatos同时披露,在有超过一万一千名公立学校校长和教师参与的问卷调查中显示,有71%的学校必须通过发起募捐来购买教学设备。
10%的校长说,他们甚至还必须通过发起募捐来筹集放发薪水给从事辅助性工作的职员,如那些为孩子们的特殊需求提供帮助的职员。

The need for fundraising shows changes are needed in public school funding, says union

THE federal government has rejected claims it's neglecting public education, following a survey showing how much some schools rely on fundraising.

The Australian Education Union today launched a national campaign for greater investment in public schools, coinciding with a federal government review of school funding.

The union is advertising to get as many public school teachers and parents as possible to contribute to the review, and today gave the current funding system a fail mark.

AEU federal president Angelo Gavrielatos also released the results of a survey of more than 11,000 public school principals and teachers, which shows 71 per cent must fundraise to buy equipment.

Ten per cent of principals said they even had to use fundraising money on salaries for support staff, such as aides to help children with special needs.

The survey also found 19 per cent of teachers spend more than 55 hours a week on school-related activities, and 64 per cent said the time spent had increased in the past year.

The results showed parents and teachers were going above and beyond what should be expected in the public system, Mr Gavrielatos said.

“A student's education should not be reliant on the fundraising capacities and capabilities of individual parent groups,” he told reporters in Canberra.

“Parents certainly get stressed when they get that next Caramello bar box coming to their home.”

Federal School Education Minister Peter Garrett defended federal funding for public schools.

“It's up to state ministers to determine what kind of response they want to have to some of the issues that have been raised,” he told ABC radio.

“The Gillard Labor government is strongly committed not only to the school reform agenda, but has already almost doubled the funding for education since 2007.”

Mr Garrett urged people to wait for the findings of the government's school funding review.

“Let this review do its work,” he said.

“It is a genuine once in a generation opportunity to change our education system for the better.

“They have a big parcel of work in front of them. I look forward to them doing that work and once it's completed, considering their recommendations and findings.”

The survey found most teachers believed the main thing that would improve students' outcomes was smaller classes, with 43 per cent saying it was the first thing that should change.

Mr Gavrielatos said only better funding could do that.

He gave the current school funding system a fail mark.

“The commonwealth government's funding system delivers two-thirds of the education budget to private schools that educate one-third of the students,” he said.

“This ... system has funding capped for students in government schools at $1000 per student, yet funding for students in private schools goes up to $7000 per student.

“We need a new funding system that recognises governments have a primary obligation to properly and adequately fund government schools.”
