Big rise in attacks on Indians

January 04, 2009 12:00am  Article from: Sunday Herald Sun

INDIAN students are being terrorised by gangs of thugs in Melbourne's suburbs in racially-motivated attacks.

The number of crimes being committed against Indians, mainly in the western suburbs, has so alarmed police and the Government that several taskforces have been formed in response.

The problem is being widely reported in India, threatening Victoria's multi-million-dollar foreign student industry.

Police, the Government and the Indian consulate have joined forces to try to protect Indian students and residents, some of whom are moving out of the western suburbs because they no longer feel safe.

With almost 35,000 Indian students studying in Victoria last year, The Times of India has hosted forums on whether Melbourne is safe, saying the suburbs had "increasingly turned unsafe with a good number of attacks on migrant youth".

The Times also reported last year: "Some of these crimes bear the us-and-them racial overtone."

Footscray, St Albans and Sunshine are trouble hot-spots, with police increasing their presence at train stations to curb the violence.

Founder of the Footscray-based Bharat Times, Dinesh Malhotra, said crimes against Indian residents and students had risen in the past year.

"Sunshine is pretty bad, quite violent for the Indian residents and the students," he said.

He said Melbourne was not a racist city and it was a minority who were targeting Indian students for bashings and robberies.

Community leaders said Indian students were considered a soft target because they were not aggressive and often carried the latest gadgets such as mobile phones and iPods.

As they were required to pay full fees at university and colleges, most worked to support themselves and were often travelling alone on public transport at high-risk times such as late at night.

As officials react to the violence:

* A POSTER urging Indian students to speak out against crime was distributed at train stations across the western suburbs.

* A POLICE crackdown in the Brimbank and Maribyrnong municipalities saw 50 charges laid over attacks on foreign students in four months, with police identifying 150 victims.

* FOOTSCRAY police and Victoria University compiled a DVD with safety advice for new students.

Footscray MP Marsha Thomson, who has also set up a taskforce, said: "An Indian student came into my office to see me... he'd been assaulted."

She said she was concerned students were too afraid to report crimes, as they incorrectly feared interaction with police might harm their migration chances.

Ms Thomson also chaired a committee which reported in December: "  Public perceptions, both domestically and overseas, of overseas students' safety and welfare, highlighted in recent media articles... have the potential to deter new students from choosing Victoria as their preferred destination for study and research."

Commander Trevor Carter said police had been aware of the problem for 12 to 18 months.

"There was a range of victims, but people of Indian backgrounds were over-represented in the crime statistics," he said.

Police launched an operation, code-named Repped, to have a strong presence around train stations to curb gangs.

Commander Carter said there was no specific ethnic group targeting the Indian students.

Police would not release figures on how many attacks on Indian students had been recorded.

Two Indian men who live in Melbourne, Bunty Mirpuri, 27, and Karan Chadha, 23, have moved out of the western suburbs due to safety concerns.

Mr Mirpuri, who is now an Australian citizen and runs a car-wash, employs Indian students and said several of them had been attacked in recent months.

"There is a lot of abuse, a few people got robbed at knife-point," he said.

Mr Chadha said most people were tolerant, but some accused Indians of taking Australian jobs.

"There have been many incidents... two of my friends were attacked and one received a fracture and spent six or seven days in hospital," he said.

"Some people feel we shouldn't come here from overseas."

Indian university student David speaks about being bashed by a gang of four men.

Stop the violence, demand Indians

December 3, 2008   Source: www.theage.com.au

MORE than 100 men marched on Sunshine police station last night to protest against what they claim is police inaction on crimes targeting people of Indian background.

The group met outside an Indian supermarket in a street where a man was savagely beaten during an armed robbery on Monday night.

They claim that local police took at least 50 minutes to respond to an emergency call at 6.40pm, despite being told that between 10-15 men were attacking the store.

The group last night demanded police release security footage of the incident to help identify the attackers. They also called for justice for the victim, Sukhraj Singh, who was last night in a serious but stable condition in the Royal Melbourne Hospital.

"We want a personal police presence, and a change in police attitude," spokesman Vinodh Bommrasipet said. "They treat us like animals."

Dayajot Singh, who has been living in the Sunshine area for three years, said he had heard of more than 20 cases during that period in which police had failed to take satisfactory action on violent attacks against people of Indian background. "  Police never take complaints seriously, even when they are given details," he said.

Mr Singh later handed an official complaint to Sunshine police station.

Another protester, Anandbir Singh, called for regular police patrols around the Sunshine train station. "  Please tell the police they should patrol the area more, because the overseas students have a lot of trouble," he said. "A lot of students return from university late and they have to walk around this area alone."

The men walked to Sunshine police station at around 9pm, where they talked to police for over an hour. They say they will hold further protests if police do not respond to their concerns.

A Victoria Police spokesman last night denied police were ignoring crimes against the local Indian community.

He said police were called out to an armed robbery involving up to 15 youths with sticks at the supermarket, but said the initial incident was reported at 7pm.

Video footage of the attack has been handed over to the special armed robbery taskforce, and will be released if public help is needed, he said.

Gone home: Indian student Kanan Kharbanda was attacked at Sunshine railway station by a group of 10. He was left partially blind and has now returned to India.

-------------------------------------------------------------
起初他们追杀共产主义者,我不是共产主义者,我不说话;
接着他们追杀犹太人,我不是犹太人,我不说话;
此后他们追杀工会成员,我不是工会成员,我继续不说话;
再后来他们追杀天主教徒,我不是天主教徒,我还是不说话;

INDIAN students will be taught not to speak loudly in their native tongue or display signs of wealth such as iPods when travelling on trains at night, as part of a strategy to crack down on violent robberies.

- Jump in robberies
- Warning for international students
- New support teams

Robberies in Melbourne's western suburbs jumped by 27 per cent last financial year. Police estimated almost a third of victims were of Indian appearance.

Are you an Indian student who has experienced a racial attack? Email us: scoop@theage.com.au

A special police group has been formed to combat the robberies amid fears that some are racially motivated and that Indian international students are soft targets because they carry iPods and laptops on trains late at night.

The Federation of Indian Students of Australia says Melbourne, which has about 33,000 Indian international students, may no longer be seen as a safe destination.

Inspector Scott Mahony, of Brimbank police, said it was crucial to stop Indian students becoming victims and address their mistrust of police.

"They need to make sure they walk through a well-lit route, even if it might be longer, and they are not openly displaying signs of wealth with iPods and phones, and not talking loudly in their native language," Inspector Mahony said.

" We do believe there are some where the victim is targeted because of Indian appearance."

Dayajot Singh, who helped organise a protest last year over attacks on Indians, said Indian students should be taught crime prevention as part of their university induction course. "They should be taught that if you go on public transport in this country, people don't talk loudly, they talk in a low voice. If you talk loudly it could be taken as violent behaviour. It's different cultural behaviour — speaking loudly to each other is not taken offence to in India."

He said an important message was not to carry valuables on trains at night.

Federation of Indian Students of Australia president Raman Vaid said most students carried valuables. "It's not being told to other communities or other students, 'Don't speak loudly in your native tongue, don't carry laptops'," he said.

Mr Vaid said racist attacks gave Indian students a bad impression and could encourage them to study in other states or countries.

The Police Indian Western Reference Group was formed after 100 Indian men marched on Sunshine police station in December to protest against what they said was a poor response to the attacks.

Mr Singh said police had since met representatives of the Indian community and police behaviour had improved.

Police were frustrated that the crime prevention message did not appear to be getting through. "We need to re-examine what we are doing to find out why it's not working," Inspector Mahony said.

Ricky Ahluwalia told The Age he was knocked unconscious and robbed last year while walking to his Albion home from the station at night. "There is a lot of racism. My friends, they have always had the same problems. It only happens with Indians, no Asians, no other people."

Other attacks on Indians include the stabbing of taxi driver Jalvinder Singh last year and the bashing of former Australian Medical Association president Mukesh Haikerwal.

Victoria University academic Dr Zhongjun Cao was bashed to death in Footscray last year. He was not Indian, but the court heard two gang members suggested they go out "curry bashing". Four members later bashed and robbed a second man, Binesh Mosaheb, a Mauritian, believing he was Indian.

Last month, communications and peer support teams, made up of police and Indian community representatives, were set up. Inspector Mahony said the peer support team would provide support to Indian victims of crime and explain cultural differences.

"Some people simply had no concept of the meaning of bail and how we can arrest an offender on a robbery charge and they can be back on the street the next day," he said. "The perception was that offenders get away with crime."

Indian students had raised concerns police had not responded immediately to victims' calls or notified them when arrests were made. "There is a perception we don't care, and we have to do a lot of work around changing that perception," he said.

Robberies in the western suburbs, including Brimbank, Hobsons Bay, Maribyrnong, Melton and Wyndham, jumped from 417 in 2006-07 to 530 in 2007-2008.
