什么意思143 暂时新加term“Proposed temporary concession for certain Parent visa applicant

最近cov19,给家人续签了好几次600，最近收到143 更新，但是不是很理解这个temporaray concession 到底是可以享受concession 福利还是不能，也没个证撒的。而且到现在也没催缴最后一笔钱。
前段时间被要求提交出境日期， 我直接回复没可能出境，续签600.

谁可以准确诠释这封移民局的信里面的新修改条款。。。。 谢谢

“You are receiving this letter as you have been identified as an applicant for a Parent visa and
your visa application has been released from the queue for the final stage of processing.
On 28 January 2021, the Government announced a temporary concession to allow certain
Parent visa applicants, who would normally be required to be outside Australia in order to be
granted the visa, to be granted the visa in Australia during the COVID-19 period.
This temporary concession would apply to eligible applicants in Australia who made an
application for one of the following visa subclasses:
✃ Parent (subclass 103)
✃ Contributory Parent (subclass 173)
✃ Contributory Parent (subclass 143).

如果是这样就太好了。。但是里面没有具体日期啊。钱也没交。。。

143签证本来是需要在境外获得的，即使人在境内收到交钱信，交了钱也得出境再VISA GRANT。但是从28 JAN 2021开始，不需要出境下签了。只要你收到交钱信，不需要出境就能拿到签证。

不过我没看出来有今年下签的字样，只是说你的签证已经在处理的最后阶段。我也不是很了解现在143进展。

今天也收到这封信了。只是说现在有这么个计划可以不出境就下签，但是没有保证一定可以而且时间也不确定。你仔细看看第二页，说的是如果需要你出境才能下签的话你还是要出境。
