Meanwhile, a woman was struck and killed by a train in Noble Park just after 8.30am.
Police are investigating the circumstances of the death.
Trains are not running on the Cranbourne and Pakenham lines in both directions between Dandenong and Westall stations. Passengers face major delays with buses temporarily replacing trains between these stations. A Metro spokesman said the delays were likely to last hours.
A VicRoads spokesman said it had been reported that the boom gates on Douglas Street in Noble Park remained down following the fatality.
Buses are also replacing trains on the Frankston line between Mordialloc and Cheltenham stations after a man travelling in a motorised scooter was clipped by a train in Latrobe Street, Cheltenham.
The man escaped with minor injuries but his vehicle was destroyed in the accident just after 10.30am.
A Metro spokesman said it was believed the Frankston line would resume running normally shortly.
