罚单申诉英文，急求高手给予指点与修改！！！

Dear Sir/Madam,
Here comes my application of review of traffic penalty. Infringement No.: 27789189.
The reason given on this case is 'not facing direction of travel'. I am really disappointed and upset for this. I am not saying it is ridiculous. But I just felt much innocent. Pls allow me to explain you something happened on last Saturday morning.
I arrived my workplace in the early morning  and  parked at a free 10 hours parking space. I admitted I am fresh to park the street. Normally I would choose to park other areas closed to Mcdonald, although it will take me a few more minutes to walk to my work place and it is not free. I thougt I might find a space in LYNCH STREET on Saturday.  When I get there,there were too many barricades on the roadside of a Probuild construction worksite. All these things make the road actually ' One Way' status. I hesitated for a moment to think if my parking direction is true. I thought I was right because it almost impossible to make a turnaround at this narrow area. Then I parked there when I looked up and saw the sign there shown as : <---10P----->. If this is one-way street, there should be no problem for my parking. As we known, car driver deserve more clear reminder when traffic is limited or under abnormal situation. Obviously, my misjudge can be avoided if there are no road barricades there. I feels too much innocent because I was confused and misled by the 'One Way' street. Therefore, I thought it is not reasonable for me to pay for the chaos at the street.
Under the circumstance, I sincerely hope you consider this situation and give me a chance to rectify.

I knew I can find a space  -> could find
等等。

第三人称：
I looks very stupid  ->  look
But who  dare say   ->  But who dares to say

Because I was misled by the signs over there. It happened on Saturday morning. I arrived  workplace at about 6:00 and parked at a free 10 hours parking space. I admitted i am fresh to park the street. Normally I would choose to park other areas closed to the stadium although it will take a few more minutes to walk to construction site and it is not free. I knew I could find a space in LYNCH STREET on Saturday. When I get there, I was happy because I was first there and easy to park at one of spaces. I hesitated for a moment to think if my parking direction is true. Then I looked up and saw the sign there shown as : <---10P----->. I thought I was right because both direction can be fine. Now when I see the infringement notice, I understand that this sign doesn't necessarily mean people can park in both direction. I am not going to find excuse. But I feels much innocent because I was confused and misled by the signs there. Perhaps, I look very stupid. Any native person can easily judge in a second. For a new immigrant, like me, need learn more local customs and regulations. But who  dare say he can fully understand and fuse the new culture.
Under the circumstance, I sincerely hope you can consider this situation and give me a chance to rectify.

3 楼主以为这个牌子表示两个方向都能停
